CEDROS—THE NEGLECTED

"THE VAST majority of Cedros residents are trapped in the surviving relics of a 20th Century feudalism which keeps them economically and psychologically committed to the owners of lands and boats.

"The land-owners are absentee landlords in the richest 18th Century tradition, and the fishing financiers provides boats and gear on an eternal pay-later plan in return for exclusive rights to purchase and market all the fish that is caught at prices they themselves determine. . . ."

These are the people who are coming to Port-of-Spain on Carnival Monday with their band, "The Neglected Cedros."

Starting tomorrow the "Guardian" takes a close look at some of the problems Cedros residents have been complaining about and suggests how they can be tackled in a series of articles by Staff Writer Nizam Ali.
